The purpose of postgraduate education is to prepare, taking into account the prospects for the development of the country, competitive highly qualified personnel with high spiritual and moral qualities, capable of independent thinking and ensuring progressive scientific, technical, socio-economic and cultural development of society.

Sh. Ualikhanov KSU (hereinafter referred to as the University) provides training for postgraduate education programs in accordance with:

1) The state mandatory standard of postgraduate education and standard curricula;

1) classifier of specialties of higher and postgraduate education of the Republic of Kazakhstan;

2) working curricula;

3) academic calendar;

4) individual curricula;

5) educational programs in the disciplines;

6) individual master's work plan.

Educational programs of postgraduate education are implemented in accordance with the license for legal studies of educational activities for the corresponding groups of educational programs of the master's/doctoral degree. The license is issued by the Ministry of Education and Science of the Republic of Kazakhstan in accordance with the procedure established by the Licensing Rules, taking into account the previous level of education.

The training of personnel in the master's program of the university is carried out in two directions: profile with a training period of at least 1 year and scientific and pedagogical with a training period of 2 years.

The specialized magistracy implements educational programs of postgraduate education for the training of managerial personnel for the sectors of economics, medicine, law, education, art, services and business, defense and national security, law enforcement, with in-depth professional training.

The Scientific and pedagogical magistracy implements educational programs of postgraduate education for the training of scientific and pedagogical personnel for the system of higher, postgraduate education and the scientific sphere with in-depth scientific and pedagogical training.

At the same time, master's degree educational programs must necessarily assume a scientific and methodological orientation of training and in-depth specialized training in the relevant field.

Master's degree studies are carried out only full-time on the basis of a state educational order and on a contractual basis.

The master's degree is taught by persons who have the academic degrees of doctor or candidate of sciences, Doctor of Philosophy (PhD) or doctor in profile, academic titles of professor or associate professor (associate professor), with at least three years of experience in scientific and pedagogical work, who have scientific publications in domestic and foreign publications.

Persons who have successfully completed training in one of the main professional educational programs of higher education that coincide or are close in profile to the chosen master's degree program, and who have a diploma of higher education or a bachelor's degree, have the right to study in master's degree programs. For persons with a bachelor's degree, master's degree is a continuation of higher professional education.

Coordination and control of the implementation of the educational process of the Master's degree at the university level is carried out by the Department of Postgraduate Education of the KU named after Sh.Ualikhanov.

The procedure for admission and enrollment in the Master's degree program

Admission to the Master's program is carried out in accordance with the order "On amendments and additions to the Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 600 "On approval of Standard rules for admission to study in educational organizations implementing educational programs of higher and postgraduate education" dated 08.06.2020 No. 237.

Acceptance of applications of applicants admission to the Master's program is conducted through the NTC information system from June 15 to July 15 of the calendar year.

CT for the Master's degree is held from August 1 to August 15 of the calendar year. CT is carried out in accordance with the Rules of comprehensive testing approved by the Order of the Minister of Education and Science of the Republic of Kazakhstan dated May 8, 2019 No. 190 (registered in the Register of State Registration of Regulatory Legal Acts under No. 18657).

CT is carried out by the National Testing Center at the points of CT determined by the Ministry of Education and Science of the Republic of Kazakhstan (hereinafter – MES RK).

According to the CT results, an electronic certificate is issued, which is confirmed on the website of the National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan.

Admission of persons to the magistracy is carried out on a competitive basis based on the results of entrance examinations. Admission of foreigners to the magistracy is carried out on a fee basis. The receipt of free postgraduate education by foreigners on a competitive basis in accordance with the state educational order is determined by international treaties of the Republic of Kazakhstan, with the exception of the scholarship program for master's degree programs. Educational documents issued by foreign educational organizations are recognized or nostrified in accordance with the procedure established by law in accordance with the Rules of Recognition and Nostrification of Educational Documents approved by Order No. 8 of the Minister of Education and Science of the Republic of Kazakhstan dated January 10, 2008 (registered in the Register of State Registration of Regulatory Legal Acts under No. 5135).

For the period of the admission company, an admission committee is created at the university. The chairman of the admissions committee is the rector. The composition of the admissions committee is approved by the rector's order. For high-quality selection and training of personnel, a competition commission is created by the rector's order. Situations that are not regulated in the Standard Admission Rules are considered by the university's competition commission independently.

Enrollment in the number of undergraduates is carried out by the admission committee of the university until August 28 of the calendar year.

At the "entrance", a master's student must have all the prerequisites necessary for mastering the relevant educational program. The list of necessary prerequisites is determined by the university independently.

In the absence of the necessary prerequisites, the undergraduate is allowed to master them on a paid basis, or to provide a certificate of non-formal education. In this case, the training begins after the full development of the prerequisites.

The main organizational unit that ensures the implementation of educational programs of postgraduate education is the graduating department of the institute/schools. The implementation of educational programs of postgraduate education is carried out taking into account the topics of scientific research of the graduating departments.

The training of personnel in the doctoral program of the university is carried out in the scientific and pedagogical direction with a training period of 3 years and involves fundamental educational, methodological, research training and in-depth study of disciplines in the relevant areas of sciences for the system of higher and postgraduate education and the scientific sphere.

Doctoral studies are carried out only full-time on the basis of a state educational order and on a contractual basis.

The main organizational unit that ensures the implementation of educational programs of postgraduate education is the graduating department of the institute/higher school. The implementation of educational programs of postgraduate education is carried out taking into account the topics of scientific research of the graduating departments.

The procedure for admission and enrollment in doctoral studies

The procedure for admission and enrollment for doctoral studies is carried out on the basis of the order "On amendments and additions to the Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 600 "On approval of Standard rules for admission to training in educational organizations implementing educational programs of higher and postgraduate education" dated 08.06.2020 No. 237.

Admission Applications for doctoral studies are carried out through the NTC information system from July 3 to July 25 of the calendar year. Comprehensive testing is carried out from August 17 to August 20 of the calendar year.

CT is carried out in accordance with the Rules of comprehensive testing approved by the Order of the Minister of Education and Science of the Republic of Kazakhstan dated May 8, 2019 No. 190 (registered in the Register of State Registration of Regulatory Legal Acts under No. 18657).

CT is conducted by the National Testing Center at the points of CT determined by the Ministry of Science and Higher Education of the Republic of Kazakhstan (hereinafter – MNiVO RK).

In the absence of the necessary prerequisites, the doctoral student is allowed to master them on a fee basis, or to provide a certificate of non-formal education, the recognition of which is carried out in accordance with subparagraph 38-3) of Article 5 of the Law of the Republic of Kazakhstan "On Education".
