On February 12, 2026, Ualikhanov University hosted an open lecture for students on “The Right to Personal Freedom: Legal Framework and Liability for Violence, Stalking, and Forced Marriage.”

The event was held as part of an information campaign aimed at increasing legal awareness and promoting zero tolerance toward forced marriage, stalking, and other forms of violence against women, in line with the implementation of the national “Law and Order” concept.

The lecture was delivered by Senior Lieutenants of the Kokshetau City Police Department - Indira Khainullina and Yesmyrza Batkola. During the meeting, students explored the legal foundations for protecting personal boundaries, the importance of respecting individual choice, personal space, and opinions, as well as the legal liability established under the legislation of the Republic of Kazakhstan for violence, stalking, and forced marriage. Students also asked questions and actively engaged in discussing this socially significant topic.

Such initiatives are aimed at fostering responsible and informed youth, strengthening legal culture, and raising public awareness of individual rights.

It is worth noting that in 2025, Article 115-1 “Stalking” was introduced into the Criminal Code of the Republic of Kazakhstan, establishing liability for unlawful and systematic harassment of a person against their will, including persistent calls, messages, and surveillance.

Ualikhanov University consistently implements initiatives within the framework of the “Law and Order” concept in cooperation with law enforcement representatives, focusing on strengthening legal awareness, promoting a culture of respect for rights, and preventing unlawful behavior among young people.
