How interesting, useful and fascinating a complex, little accessible and understandable science - economics - can be can be seen in the life and fate of Kuanyshbai Rakishevich Nurmagambetov (1940-2014), a well-known scientist and enthusiast in the Akmola region. This man managed to gain professional and human authority far beyond the borders of his native Kokshetau with his scientific research, which still brings real practical benefits. Doctor of Economic Sciences, professor, member of the Academy of Social Sciences of the Republic of Kazakhstan, honorary member of the International Academy of Science and Practice of Production Organization for many years conducted research on market regulation of the production of goods and services, ensuring their competitiveness. He published over 250 scientific papers, 22 monographs and textbooks, the scientific and practical value of which has been proven by time. The economist’s works have brought significant benefits to the scientific and technical support for the development of the industrial and innovative economy of the region, and indeed of the whole of Kazakhstan. In 2002, the Kazakh scientist was elected a full member of the International Academy of Science and Practice of Production Organization in the Russian capital, Moscow. Having become a member of the Presidium of this Academy, the scientist headed its Kazakhstan branch. Kuanyshbai Rakishevich is a representative of the generation born before the Great Patriotic War. A native city dweller who sincerely loved his blessed city, he was born on October 30, 1940 in the family of a handyman Rakish and a housewife Balzhan. Everything good in a person comes from his roots, his origins: kindness, responsiveness, warmth towards people were brought up in the future scientist by simple workers, his mother and father. Kindness and honesty in relationships are above all – this is what my closest soul mates taught. In 1948, for the first time in first grade. Many Kokshetau residents are familiar with the good glory of the then 6th city school. The first teacher will be a wonderful teacher - Anastasia Vasilievna Zyabkina, love for learning, curiosity and persistent desire to achieve one's own at any cost - also from there, from school childhood. And he completes his studies at school No. 4 with a silver medal. It is no secret to anyone that the Soviet school provided the most solid, thorough knowledge, and for the rest of his life Kuanyshbay remained grateful to the creative team of teachers led by director Sofia Semyonovna Baranovskaya. The names of the teachers are reverently preserved in memory: Russian literature was taught by Izida Petrovna Kovaleva, mathematics by Valentina Alekseevna Ryazaeva, class teacher, chemistry by Honored Teacher of the Kazakh SSR Olga Nikolaevna Zyryanova, physics by the unforgettable Nikolai Semenovich Bazikov. Kuanyshbai Nurmagambetov entered the Faculty of Agricultural Mechanization of the Akmola Agricultural Institute, which since 1961 has been transformed into the Tselinograd Agricultural Institute, now called the Kazakh State Agrotechnical University named after. It’s hard work, it was especially difficult during the spring sowing and autumn harvesting seasons and preparing for the autumn-winter repairs of agricultural machinery, but the young specialist gains irreplaceable life experience and practical knowledge. In 1966-1967, Nurmagambetov was a senior engineer at the laboratory for organizing the repair of tractors at the Tselinny branch of the State Research and Production Technological Institute for the repair and operation of machine and tractor fleets. Even then, the ambitious and moderately ambitious Kazakh felt a taste for research work, and his first success came: a scientific work was published in the journal “Technology in Agriculture”. It was a pleasure for Nurmagambetov to study the scientific literature on organizing the repair of equipment; with benefit and interest, his inquisitive mind became acquainted with the works of the leading economist, Doctor of Economic Sciences, professor, corresponding member of the Academy of Sciences of the Kazakh SSR, and later academician of the National Academy of Sciences of the Republic of Kazakhstan Rem Mikhailovich Petukhov. Soon, due to family circumstances, he moves from Tselinograd to his native Kokchetav. He works in convoy 2557 as the head of the 3rd motor squad. There was a lot to learn from the energetic and competent organizer of road transport Gvozdev, and the aspiring scientist-economist mastered the methods of organizing labor in road transport and learned to quickly solve production issues. Based on an analysis of the work of motor transport, Kuanyshbay publishes a scientific article in the journal “Automobile Transport of Kazakhstan”. The thoughts of continuing to engage in science do not leave the restless engineer: in 1969, the regional council of scientific and technical societies elects a young engineer as deputy chairman: there is an opportunity to get acquainted with scientific research, conduct scientific conferences, seminars and competitions. Rem Petukhov was appointed director of the Institute of Economics of the Academy of Sciences of the Kazakh SSR in Almaty, and the ambitious Nurmagambetov goes there to personally meet and get acquainted with the leading economist of the republic. The great scientist warmly receives a stranger from distant Kokchetav, carefully studies his scientific report, completed at the Tselinny branch of the State Scientific Research Institute, looks through published articles in the journals “Technology in Agriculture” and “Automobile Transport of Kazakhstan”. A very tempting and flattering offer is received to continue scientific activities. On the advice of Rem Mikhailovich Kuanyshbay successfully passes two candidate minimums. Petukhov invites the future Kazakh scientist-economist to enroll in full-time graduate school, repeating “doing science in the meantime is not the point, because work on a dissertation can take a long time.” However, circumstances did not allow him to study in person. Then Rem Mikhailovich accepts him into graduate school without interrupting his work and becomes his supervisor. Endless gratitude to Rem Mikhailovich for his kindness, fatherly care and constant support does not subside in the heart of the future Doctor of Economic Sciences. The help of a scientific consultant, this bright personality, a true devotee of science, is invaluable to a Kazakh graduate student when writing first a candidate's dissertation, and subsequently a doctoral dissertation. Nurmagambetov, who knows how to be grateful, did not break ties with Rem Mikhailovich. He also developed respectful and warm relationships with his wife Liliya Timofeevna, son Alexei and daughter Natasha. He often came to St. Petersburg to visit and communicated with his family, which had become close to him. The last time I visited Rem Mikhailovich was at the end of April 2007, shortly before his death. At the beginning of 1971, Kuanyshbay organized a regional scientific and practical conference “Ways to improve the efficiency of enterprises that have switched to a new system of planning and economic incentives.” Assistance in organizing and holding the conference is provided by the Deputy Director of the Institute of Economics, Corresponding Member of the Academy of Sciences of the Kazakh SSR, Ashimbaev; it was on his instructions that a senior researcher at the Institute, Zlobin, came to the conference and spoke. Then recommendations were developed and adopted, which were then sent to enterprises in various sectors of the regional economy that switched to a new system of planning and economic incentives. In 1979, in Kokchetav, on the initiative of the first secretary of the regional party committee, Erkin Auelbekov, the Kokchetav branch of the Tselinograd Agricultural Institute was opened, which was destined to train specialists in two specialties: “Agronomy” and “Zootechnics”. In 1980, the first admission of students to the specialty “Agricultural Mechanization” was carried out. The branch is gradually expanding, admitting eight specialties opens, and in 1991 it was transformed into an independent university. In the first years of the formation and establishment of the branch, Nurmagambetov was elected secretary of the party bureau of the primary party organization, invited as a senior teacher to the branch by the rector of the Central Agricultural Institute, Professor M.A. Gendelman. In those days, it was the CPSU, which had a key role in government, that oversaw the organization of the branch, the selection and placement of personnel, the improvement of the educational process, and the organization of educational work with students. On a voluntary basis, Nurmagambetov headed the Faculty of Agricultural Mechanization, organized the work of the departments and laboratories of the new faculty to equip them with machines, equipment, and tools. In 1981, Kuanyshbay was elected head of the department of technology of structural materials and machine repair. In 1984, he was appointed head of the newly created department of economics and organization of agriculture of the branch of the Central Agricultural Institute, transformed in 1991 into an independent agricultural university. He received the academic title of Associate Professor of the Department of Economics and Organization of Agriculture in 1988, and in 1996 he became the head of the Department of Economic Theory and Entrepreneurship at the University. In 1997, he successfully defended his dissertation for the degree of Doctor of Economics on the topic: “Regulation of industrial and economic activities of enterprises in a competitive market using materials from agricultural processing enterprises in Northern Kazakhstan.” Two years later, Kuanyshbai Rakishevich received the academic title of professor of economics. In 2000, he was elected a full member of the Academy of Social Sciences of the Republic of Kazakhstan, in 2002 - a full member of the International Academy of Science and Practice of Production Organization, subsequently becoming a member of the Presidium of this Academy and the head of its Kazakhstan branch. Nurmagambetov is completely trusted: his professional authority as an economist is so high that he is invited to the dissertation council of the Karaganda State University. E.A. The professor's range of scientific interests has expanded over the years, he continues to research market regulation of the production of goods and services, ensuring the competitiveness of subjects at various levels of competitive relations, creates his own scientific school on quantitative assessment of the competitiveness of various goods and services, which is distinguished by the relevance of the problems under consideration, the depth of analysis, and also diversity of interests. Scientific research is focused on the main directions of fundamental and applied economics. Under his scientific supervision, 2 doctoral and 13 candidate dissertations were defended and prepared for defense. The scientist held a number of international, republican and regional scientific and practical conferences devoted to current problems of economic development of Kazakhstan: in November 2000, a regional scientific and practical conference “Problems of socio-economic development of Northern Kazakhstan” was organized, which addressed the problems of small and medium-sized businesses, economic rural problems and environmental problems. On May 20-21, 2005, an international conference “Problems of ensuring the competitiveness of the economy of Kazakhstan” was held, which addressed the problems of the competitiveness of goods and services, the competitiveness of the company and industry, and the competitiveness of the region. In 2008, Kuanyshbai Rakishevich actually proves that his calling is still to really help society, brings him obvious benefits, as a result of which the scientist wins two scientific grants of the republican competition “Increasing the competitiveness of agricultural products”, held by the Ministry of Agriculture of the Republic of Kazakhstan. The economist managed to actively develop international cooperation with the St. Petersburg State Marine Technical University, Voronezh State Technical University, Omsk State Agrarian University, Ishim Pedagogical Institute named after. P.P. Ershova and others. The social activities of Kuanyshbai Rakishevich are demonstrably active: secretary of the party bureau of the Kokchetav branch of the Central Agricultural Institute, candidate member of the city committee of the Communist Party of Kazakhstan, member of the audit commission of the Kokchetav regional trade union council, member of the republican council of scientific and technical societies (STS), chairman of the regional council of STS and member of the board of the republican organization "Knowledge", chairman of the board of the regional organization of the society "Knowledge", delegate of a number of republican and all-Union congresses of scientific and technical organizations and the society "Knowledge", rector of the People's University of Scientific, Technical Progress and Economic Knowledge, member of the public council of experts at the maslikhat of Akmola region, lecturer at the Regional Center training and retraining of civil servants of the Akmola region. For impeccable pedagogical work in higher education, the scientist was awarded the signs “Winner of Socialist Competition” (1973), “Excellence in Education of the Republic of Kazakhstan” (2000) and “For Merit in the Development of Science of the Republic of Kazakhstan” (2002). In 2006, another resounding victory - our fellow countryman was awarded a State Scientific Scholarship for scientists and specialists who have made an outstanding contribution to the development of science and technology. The title “Honorary Worker of Education of the Republic of Kazakhstan” was received in 2008. The merits of the Kazakh economist and colleagues from neighboring Russia are not forgotten - the badge “Honorary Member of the Academy of Science and Practice of Production Organization” (Moscow) was sent from Moscow. In 2012, he was awarded the “Ibrai Altynsarin” badge. With his wife Kultay Bazdauikyzy, who worked for many years as a teacher at the Kokchetav regional boarding school, they raised wonderful children, two of whom, Aigul and Kairat, are followers of their father’s work, both candidates of economic sciences, associate professors, Maygul is an accountant, Talgat is a pediatric surgeon, director of a limited liability partnership. “Medical center “Nur Clinic”, junior Samat is a specialist in the IT field. The scientific and pedagogical activity of an erudite and highly qualified specialist, a talented scientist who knew how to clearly formulate goals and objectives, organize their implementation, achieve goals, without sparing himself to teach this to his colleagues and students today is the heritage of the republic. Nurmagambetov’s goodwill, high responsibility, professionalism, intelligence, integrity and honesty invariably aroused the respect of colleagues and friends, because it was not without reason that this man had authority among scientists not only of our republic, but also of the Russian Federation. With all this, the scientist remained extremely demanding of himself and his colleagues and students, but this did not prevent him from being sensitive and attentive to people. It is good for society that the powerful scientific and creative potential of the prominent ascetic Kuanyshbai Rakishevich Nurmagambetov contributed to the development of economic science in his native Kazakhstan. Therefore, his honest and good name is inscribed in the glorious chronicle of good deeds of the best representatives of domestic science.
