Marat Syrlybayev, Rector of Ualikhanov University, and Gulnar Zhanibekova, Representative of the Commissioner for Human Rights in the Republic of Kazakhstan for the Akmola Region, signed a Memorandum of Cooperation aimed at strengthening legal awareness among young people and advancing human rights education.

The Memorandum establishes a framework for long-term cooperation focused on improving students’ legal literacy, fostering a strong legal culture, and encouraging civic responsibility. Planned activities include lectures, seminars and discussions, meetings with representatives of the Ombudsman institution, the development of student legal clubs, support for youth-led initiatives, and student involvement in research and educational projects related to human rights.

The signing was followed by a Legal Hour, bringing students together with representatives of government and law enforcement agencies for an open dialogue. One of the key themes was the “Law and Order” principle. Ardak Kapyshyev, Vice-Rector for Social and Cultural Development at Ualikhanov University, also addressed the students, highlighting the importance of respect for the law, legal awareness, and personal responsibility.

The discussion brought together representatives of the Akmola Regional Prosecutor’s Office, Department of Emergency Situations, Police Department, Department of Economic Investigations, as well as specialists from the Youth Health Centre. Topics included fire safety, administrative and criminal liability, crime prevention, online fraud, drug prevention, financial security, and issues related to young people’s health.

The open format gave students an opportunity to ask questions directly and receive practical guidance from professionals in their respective fields.

The newly signed Memorandum will provide a foundation for sustained cooperation and further joint initiatives in legal education and awareness among young people.Initiatives of this kind help strengthen students’ legal literacy and legal culture while fostering a more informed and responsible approach to the rule of law and civic responsibility.
